The Nueces Center for Mental Health and Intellectual Disabilities (MHID) is dedicated to helping the residents of Nueces County who are living with mental illness and/or intellectual and developmental disabilities. We serve over 10,000 people each year with psychiatric and behavioral health care outpatient services, counseling, training, employment assistance, housing support, homeless outreach, children's mental health care and more.

Salary: $88,978.42 - $98,651.96

Full-Time, 40 Hour Work Week, Paid Bi-weekly

General Description 

Under the general supervision of the Deputy CEO, is responsible for managing the accounting department, payroll department, and accounts payable. Responsible for facilitating budgeting processes, payroll, and the accurate financial reporting to all local, state, and federal regulatory agencies. Functions effectively as a member of the Center's Leadership Team. 

Performs complex and technical supervisory and administrative duties and works with the Deputy CEO to direct the development of an annual budget. Facilitates the annual single audit; produces monthly, quarterly, and annual financial and cost reports. Maintains contract compliance and fiscal controls required by all funding agencies, provides direction and guidance to the accounting division. Participates in strategic operations and planning, assists in the Joint Commission accreditation and Certified Community Behavioral Health Clinic accreditation as directed. Ensure monthly financial reports for the Executive Leadership team are completed timely and accurately. Exercises signature authority for checks/transfers including but not limited to Accounts Payable, Client Trust Fund, HCS Provider Payments, and other Center functions in accordance with policy. Works closely with contracted external auditors. 

Work involves facilitating the daily operations of the Center's accounting division, establishing goals and objectives; developing policy; reviewing guidelines, contracts, procedures, rules and regulations; establishing priorities, standards and measurement tools for determining progress toward meeting goals; coordinating and evaluating department activities; reviewing and evaluating budgets. Plans, assigns and supervises the work of others. Assists the Deputy Chief Executive Officer in monitoring the Center's fiscal performance with an emphasis on implementing policy and efficiently directing the department in accordance with Center policies, procedures and regulatory requirements, including HIPAA. 

Minimum Qualifications

-Bachelor's degree in accounting or business science from an accredited university (Masters preferred) .

-Sufficient experience (over 10 years) in executive management, which includes fiscal management and budgetary management responsibilities, may be considered in lieu of a bachelor's degree.

-Minimum of ten (10) years' experience with progressively increasing responsibility in business administration and/or executive management. Experience must clearly demonstrate work in administrative management with supervisory responsibilities in the realm of accounting or business finance.

-Experience managing budgets with multiple and complex fund sources .

-Must be proficient with Microsoft Office, such as Excel, Word, and PowerPoint

Knowledge, Skills, and Abilities

-Strong language skills with the ability to read, analyze and interpret general business periodicals, governmental regulations, and technical procedures. Ability to write reports, business correspondence and procedure manuals.

-Ability to effectively present information and respond to questions from stakeholders, managers, consumers and the public.

-Strong reasoning and mathematical skills with the ability to define problems, collect data, establish facts and draw valid conclusions.

-Demonstrated ability to supervise groups of employees engaged in diverse activities related to business administration.

-Knowledge of accounting, budgetary, and management principles, practices, and procedures; and legal restrictions governing allocation of funds .

-Skill in analyzing financial data, and in the use of a computer and applicable software.

-Ability to monitor and report on performance measurement, to analyze management problems and develop and present alternative solutions, to coordinate the gathering and analysis of data, to communicate effectively, and to supervise the work of others
