Contracted Crisis Respite Provider |
Under supervision of the Transition Support Team & IDD Crisis Services Supervisor with consultation with the IDD Services Director, contracted agency provides out-of-home crisis respite services. Services would include providing therapeutic support in a safe environment with staff on-site providing 24-hour supervision for up to 14 calendar days to an individual who is demonstrating a crisis that cannot be stabilized in a less intensive setting. Out of home crisis respite is provided in the following settings: an ICF/IID; a HCS group home; an HCS-authorized Crisis respite facility; an HHSC-authorized crisis residential facility; or a LIDDA-operated facility. Must comply with all contract, Medicaid, HHSC, and Joint Commission standards as well as other applicable standards as they arise. |
Education, Training, and Experience (including licensure and certification) |
Agencies must be Licensed as a Home and Community-based Services agency or as an Intermediate care facility for Individuals with Intellectual Disabilities and have experience serving medically and behaviorally complex individuals. Persons providing crisis respite services under the contracted agency must meet all HHSC requirements for waiver or ICF employees/contractors, have current valid background checks, and be clear from the abuse/neglect registry. Anyone employee of the contractor providing transportation as part of crisis respite, must have a valid Texas Driver's License. Contractors and their employees must understand and implement trauma informed care and person-centered practices. |
Knowledge, Skills, and Abilities |
Contracted agency must have knowledge of and skills in the support and supervision needs of individuals with intellectual and developmental disabilities; of HHSC regulations; of medical and behavioral health diagnoses. Contracted agency must have the ability to provide a safe and stable environment for individuals with IDD who are in a crisis in accordance with the individual's crisis respite plan, the agency's contract with the LIDDA, and in compliance with HHSC's crisis respite requirements. |

The Center is seeking to contract with a Licensed Home and Community Support Services Agency or a Licensed Intermediate Care Facility for Individuals with Intellectual Disabilities to provide Crisis Respite Services to individuals from the LIDDA's service area of Nueces County. The Crisis Respite Services to be provided will include out-of-home respite activities. This includes the provision of therapeutic support in a safe environment with staff of the agency providing 24-hour supervision for up to 14 calendar days per each individual. Each individual will be assessed by MHID for need of out-of-home crisis respite and a plan will be developed by MHID for the crisis supports to be provided. This plan will be provided to the contracted agency and will provide information on the individual, their needs related to health, behavioral health, and supervision. The contracted agency will be responsible for providing assistance with activities of daily living and instrumental activities of daily living. The contracted agency will be required to document all crisis respite services provided to individuals through the contract and must provide the documentation to MHID. Services are not authorized without notification by MHID to the contracted agency and will be confirmed by provision of the crisis respite plan for the individual. Any extensions beyond the initial 14 days can only be made by MHID. The contractor must ensure that documentation of service (HHSC Form 2122) for each individual is completed and submitted within 10 Center business days along with invoice for services. The contractor will ensure that credentialing standards are met, including licensure maintained. The contractor will need to submit to criminal history background check and Nurses "Abuse/Neglect" registry, or other checks as required by the Center. |
