Contracted Psychologist, Certified Behavior Analyst, or Psychological Associate. Licensed in accordance with Chapter 501 of the Texas Occupations Code.

Under supervision of the Director of IDD Services. Performs complex (journey-level) psychological work. Work involves conducting psychological evaluations.

Education, Training, and Experience (including licensure and certification)

Must be Licensed as Psychologist, Psychological Associate-Independent Practitioner, or Certified Behavior Analyst in the State of Texas.

Experience in psychological work. Graduation from an accredited college or university with a

doctoral degree in psychology.

Knowledge, Skills, and Abilities 

Knowledge of psychology, psychometrics, and physiological principles; of diagnostic criteria,

and of psychological evaluation methods.

Skill in the use of psychological evaluation and assessment techniques.

Ability to provide psychological testing, to interpret and draft diagnostic evaluations, to analyze behavior, to develop behavior modification and skill acquisition plans, to communicate effectively.

The Center is seeking to contract with Psychologists, Psychological Associate-Independent Practitioners, or Certified Behavior Analysts, licensed in the State of Texas.

Work involves the following:

Determination of Intellectual Disability:

An assessment conducted as described in Texas Administrative Code Title 26 Part 1 Chapter 304 Diagnostic Assessment and following HHSC Best Practices Guidelines by a psychologist licensed to practice in Texas or an HHSC Certified Authorized Provider for a diagnosis of Intellectual Disability, Developmental Disability, or a Related Condition (as described in the HHSC Approved Diagnostic Does for Persons with Related Conditions).

The Center will provide a list of individuals in need of a Determination of Intellectual Disability to the contractor along with contact information for these persons. Contractor is responsible for reaching out to each individual or their caregiver/guardian to schedule testing. If unable to reach after 3 attempts, contractor will notify MHID that contractor is unable to make contact with an individual. For all persons who are scheduled, contractor is responsible for completing any third-party insurance billing (including Medicaid billing) before attempting to bill MHID for any services rendered. If prior authorization is required for the third-party billing, the contractor is also responsible for obtaining that from Medicaid, the individual's Managed Care Organization (MCO), or other third-party insurance provider, prior to completing the testing or assessments. MHID will not assist with obtaining prior authorization, nor with billing of third-party insurance. If Medicaid or another third-party insurance provides payment for the services provided, then MHID will not provide additional payment for the DID assessment. If the third-party insurance, Medicaid, or the MCO refuses to authorize the service, then evidence of this must be provided along with the invoice to MHID. Once all steps have been taken, the Contractor is authorized to complete the DID. For all individuals who the contractor is unable to bill another party, the contractor is then authorized to invoice MHID for these services. 

Determination of Intellectual Disability Requirements

Within two weeks of referral, Contractor will complete interview of individual, reviews any available documentation, and conducts required testing. Contractor will reach out to each individual to obtain previous test results/records and to schedule testing. Within 14 calendar days of testing, the contractor provides completed report and all supporting documentation to MHID - IDD Services identifying the individual's diagnosis and recommendations for treatment. Reports must comply with DID Best Practice Guidelines (Attachment) and Texas Administrative Code Title 26, Part 1, Chapter 304.  DID reports must be completed on the Determination of Intellectual Disability template provided by MHID. Endorsements of previous testing must also follow Best Practices Guidelines and must be completed on the DID Endorsement template provided by MHID and have the original report that is being endorsed attached to it. In addition, as per HHSC requirements all testing materials will be submitted along with the original signed Determination of Intellectual Disability to MHID. MHID will review the report to ensure that it meets HHSC and contract requirements. Any issues found will be referred back to the licensed contractor. MHID will provide each individual a copy of their DID and will offer each individual the opportunity to appeal any findings as per HHSC requirements. Should the individual have questions or wish to appeal the findings of the DID, the contractor will need to be available to the individual, their Legally Authorized Representative, or HHSC for any needed clarification of findings.

The following activities are to be documented when conducting services in the completion of the Determination of Intellectual Disability:

  • Interacting face-to-face or by video conference or speaking by telephone with an individual to conduct assessments or provide services within the scope of the service provider's practice.
  • Time spent writing an individualized DID.
  • Reviewing documents for the completion of the DID as required by TAC Title 26, Part 1 Chapter 304.

Each individual encounter should be documented as a separate line item with start and stop times, this includes time spent reviewing records, and the time spent writing an individualized DID or DID endorsement. This will be documented on Health and Human Services Form 2122

Rates

$500.00 per completion of a complete Determination of Intellectual Disability and $250.00 per completion of a Determination of Intellectual Disability Endorsement.
