The Nueces Center for Mental Health and Intellectual Disabilities (MHID) is dedicated to helping the residents of Nueces County who are living with mental illness and/or intellectual and developmental disabilities. We serve over 10,000 people each year with psychiatric and behavioral health care outpatient services, counseling, training, employment assistance, housing support, homeless outreach, children's mental health care and more.

Salary/Exempt: $76,015.18 - $90,282.19
Full-Time, 40 Hour Work Week, Paid Bi-weekly

General Description

The Comptroller, Budget Analyst IV, works under the general supervision of the Chief Financial Officer, with considerable latitude for the use of initiative and independent judgment to carry out the functions of the position. Performs advanced senior-level budget preparation and analysis work. Supervises the daily operation of the general ledger, accounts payable, accounts receivable, and fixed assets. Responsible for the preparation of financial reports and balance sheets. May assist with the development of policies and procedures. Serves as the primary contact for financial audits and reviews by external audit firms. Responsible for various cost reports, including the preparation, training, and delegation of workload. Duties include being a participating member of the budget team, planning, coordinating and evaluating budgetary activities and performance measures. Will serve on various committees and the single audit team. May performs contract oversight. Provides supervision to assigned accounting staff and ensures appropriate training, planning, assigning and direction of staff supervised. Incorporates principles of trauma-informed care.

Minimum Qualifications

Bachelor's degree from accredited college or university with major in accounting. CPA is beneficial but not required. Must have a minimum of two years' work experience as the CFO of an LMHA/IDD Community Center. Must have five years' experience with governmental accounting work. Knowledge of cost accounting, reimbursement, and payroll accounting. Knowledge of laws and regulations pertaining to fiscal operations. Ability to plan, organize, and direct accounting programs; to budget funds; to set up accounting systems; and to interpret laws and regulations. Ability to plan, assign and supervise the work of others. Ability to act as the CFO during his/her absence and ensure the department functions as required. Ability to exercise independent judgment, to handle multiple simultaneous tasks, and to meet deadlines. Must have a current Texas driver's license and be insurable under the Center insurance carrier. Must pass and maintain all Center required trainings.

Knowledge, Skills, and Abilities

  • Excellent interpersonal skills and ability to effectively communicate in both an oral and written manner and demonstrates initiative by actively pursuing efficiency in understanding complex written and oral instructions.
  • Must possess critical thinking skills and the ability to correctly apply generally accepted accounting principles, complex agency regulations and procedures.
  • Must be able to effectively communicate with staff and senior management from agencies outside of the Center.
  • Skill and ability to present briefings and training materials.
  • Highly skilled in the use of computers, copiers, printers and office management software.
  • Fully competent in Microsoft Office applications and excel, word, and outlook programs. Experience working with large databases and report generators.
  • Must have exemplary experience and knowledge of the Blackbaud NXT accounting system.
  • In the course of being employed, understands and implements trauma informed care practices.
