The Nueces Center for Mental Health and Intellectual Disabilities (MHID) is dedicated to helping the residents of Nueces County who are living with mental illness and/or intellectual and developmental disabilities. We serve over 10,000 people each year with psychiatric and behavioral health care outpatient services, counseling, training, employment assistance, housing support, homeless outreach, children's mental health care and more.

Salary: "Please note that the job posting rate for this position is $64,551.23to $71,569.10, the salary offered will follow the starting salary guidelines which are typically made at or near the minimum of the salary range. However, a salary may be negotiated above the minimum range depending on applicable years of experience and qualifications."

Full-Time, 40 Hour Work Week, Paid Bi-weekly

General Description 

Under supervision of the IDD Service Director performs moderately complex managerial work assisting with the administration of the contract compliance activities of IDD Services including all programs and services under the Center’s Local Intellectual and Developmental Disability Authority (LIDDA) contract with the Health and Human Services Commission (HHSC) and other IDD programs and services. Implements procedures for ensuring compliance with contract standards, ensuring timely submission of contract deliverables, implementing practices to ensure contract targets are achieved, and provides oversite and guidance towards achievement of revenue projections. Works collaboratively with unit supervisors and other LIDDA managers to ensure program compliance with Center, HHSC, Joint Commission, NCQA and Texas Administrative Code (TAC) standards. Oversees Center’s accreditation from the National Committee for Quality Assurance (NCQA) for Long Term Services and Supports (LTSS) Case Management. Oversees IDD Clinical Trainer and training program. Maintains a positive professional relationship with HHSC staff, all other funding sources, community providers, and stakeholders. May prepare and conduct seminars and presentations regarding assigned program area for citizens, clients, staff, management or board members. Supervises the work of others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. 

Minimum Qualifications

Required: Bachelor’s degree from an accredited college or university with a major in a human service field, plus a minimum of 3 years of experience within the IDD service system. Must have the computer skills necessary to manage data and reporting. Must have reliable transportation. May use personal vehicle to conduct business. Must have a valid driver’s license at all times, liability insurance and a good driving record. Prefer: Experience supervising, managing, training, or providing quality assurance or contract compliance activities in a related program. Graduate degree in a related field. Bilingual (English/Spanish). 

Knowledge, Skills, and Abilities


Knowledge of the principles and practices of public administration and management, and of local, state and federal laws and regulations relating to intellectual and developmental disabilities. Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and in the operation of a computer and all software used by the Center. Ability to establish goals and objectives; to devise solutions to administrative and clinical problems; to develop and evaluate administrative policies and procedures; to prepare concise reports; to communicate effectively; to oversee program activities; and to plan, assign and supervise the work of others. In the course of being employed, understands and implements trauma informed care practices.
