The Nueces Center for Mental Health and Intellectual Disabilities (MHID) is dedicated to helping the residents of Nueces County who are living with mental illness and/or intellectual and developmental disabilities. We serve over 10,000 people each year with psychiatric and behavioral health care outpatient services, counseling, training, employment assistance, housing support, homeless outreach, children's mental health care and more.

Salary: "Please note that the job posting rate for this position is $53,833.36, the salary offered will follow the starting salary guidelines which are typically made at or near the minimum of the salary range. However, a salary may be negotiated above the minimum range depending on applicable years of experience and qualifications."

General Description

Under the direction of the IDD Services Director, performs routine (journey-level) administrative and supervisory work in the HHSC Apprenticeship Program. Develops and participates in the Apprenticeship Program including coordination with Health and Human Services (HHS) and State Employment Leadership Network (SELN) in furtherance of "Employment First" efforts. Work involves establishing program goals and objectives; developing program guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving program goals; and evaluating program activities. Administer in-service training programs for staff and complete performance evaluations. Supervises the work of assigned program staff and provides training and technical assistance in the program area. Oversees development of vocational rehabilitation programs, assessments, and activities. Develops and maintains relationships with community referral sources, businesses, employers, and schools. Develops and implements a system for finding appropriate apprenticeships at employer host sites and assists with locating of competitive integrated employment (CIE) for apprenticeship graduates and other individuals seeking CIE. Screens and assesses individuals to determine eligibility and to ensure that program services are appropriate. Provides vocational counseling to individuals as appropriate. Coordinates the preparation of individual case reports and data sheets used to monitor and record clients' progress to ensure that goals and objectives are met. Contacts clients and monitors services to ensure timely provision of services and progress to plan completion or employment/apprenticeship outcome. Manages budgets and works with internal and external departments and agencies to complete invoicing. Maintains records of program assistance provided. Responsible for data reporting and development/submission of annual program summaries to HHS. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Completes activities towards expansion of program services and potential funding streams. Performs related work as assigned.

Minimum Qualifications

Minimum: Possess a bachelor's degree in human service field including but not limited to, psychology, social work, medicine, nursing, rehabilitation, counseling, sociology, human development, gerontology, educational psychology, education, and criminal justice. Must have six months related work experience. Related work experience is defined as experience with case management, counseling, job placement/employment services, or paid or unpaid experience working with persons with disabilities. Must have reliable transportation. May use personal vehicle to conduct business. Must have a valid driver's license at all times, liability insurance and a good driving record.

Preferred: Bachelor's or advanced degree with a major in counseling, social work, or rehabilitation. Experience in vocational rehabilitation services. One year or more of experience working with persons with intellectual and developmental disabilities. 

Knowledge, Skills, and Abilities

  • Knowledge of counseling techniques, vocational assessments, job placement and interviewing techniques, and community resources. 
  • Skill in the use of a computer and applicable software. 
  • In the course of being employed, understands and implements trauma informed care practices. 
  • Ability to promote vocational rehabilitation programs, to use vocational assessment tools, to communicate effectively, and to supervise the work of others.
